First built as the Racine City Mill in 1849, the mill was expanded in 1857 with an addition to the north. In the 1870's it was remodeled when it became the Racine Linseed Oil Company/Emerson Linseed Oil. In 1897, the D P Wigley Company was founded in downtown Racine, and by 1903 David Paynter Wigley, completed the acquisition of the building, moving the business from College Avenue to the present location on Wisconsin Avenue.

The Wigley
building in 1850 when it was known as the Racine City Mill
In this lithograph of Racine, the mill is shown upriver, just
past the bridge. An immense five-story structure in 1849, it
nearly doubled in size just a few years later. In 1857, another five
stories were added on the north side of the building. Its growth was
not complete, and it would soon be enlarged again. After birth as the
Racine City Mill, it became Emerson's Racine Linseed Oil Works in the
1870's, and then the new home of D. P. Wigley Company in 1903. Its
checkered past had included fortune, fame, embezzlement charges, and
bankruptcy. Lathrop, Durand, and Hill are among the street names of
today that were the names of the mill owners and founders of
yesterday.
